Product 1: DSO Implementation Plan

Over the past few years Britain’s homes, businesses, and communities have been gaining more control over their energy through the new low carbon smart technologies that are becoming more commonplace in everyday life. In order to fully realise the benefits of these local resources, Britain’s networks need to be able to operate in a more adaptable and flexible way to manage local supply and demand.

This plan captures short, medium, and longer-term actions that need to be progressed, and identifies gaps to delivering DSO, as well as capturing all the key products and initiatives that the Open Networks Project has developed that are needed on this journey.

Product 2: Conflcts of Interest and Unintended Consequenses

Building on Baringa’s work with the Future Worlds Impact Assessment, Workstream 3 Product 7 has been looking to further understand and investigate conflicts of interest and unintended consequences, and identify appropriate mitigation measures. The product identifies key risks, risk levels, owners, status, and mitigation strategy in the transition to DSO.

Product 7 is a risk log associated with the Open Networks Project’s programme of work, capturing any potential conflicts of interest and unintended consequences which could arise and compromise the energy system’s ability to reach best outcomes.

The June release of the Unintended Consequences (UC) and Conflicts of Interest (CoI) Register has received new items arising from both the 2019 Market Rules Simulations 'War Games' (developed by TRANSITION and LEO projects) and feedback captured from the Open Networks Project 2020 PID stakeholder responses. These can be found in Section D System Security (D9 and D10) and in Section E – Market Power and Gaming (E5). In addition, we have also made changes to the status options in the “Progress Made” column to provide additional granularity on resolution.

We are planning a more major overhaul of the Register in August and welcome all stakeholder feedback, and in particular, for the following suggestions:

  • Providing a Dashboard or Heatmap with a more visual approach to overall status
  • A ‘Status Change’ column to flag changes between updates
  • Highlighting risks requiring further stakeholder or risk owner input
  • Aligning with the DSO Implementation plan to ensure they complement each other

Product 7: Conflicts of Interest and Unintended Consequences

Building on Baringa’s work with the Future Worlds Impact Assessment, Workstream 3 Product 7 has been looking to further understand and investigate conflicts of interest and unintended consequences, and identify appropriate mitigation measures. The product identifies key risks, risk levels, owners, status, and mitigation strategy in the transition to DSO.

Stakeholder input has been incredibly important during the development process of this product, and any comments on the log and its use are still welcome. This will be a live document and updated by the product team on an ongoing basis.

Least Regrets Update Document

The purpose of this document is to provide an update on the status of the potential areas of development that were identified through the least regrets analysis last year and in particular, highlight areas that have been scoped for development in 2019 and areas that have been de-prioritised or deferred for delivery this year. This is a continuation of work done in 2018. To view this, please click here.
