2020 Flexibility Consultation

Our 2020 Flexibility consultation is currently open. We're consulting on all of the 2020 Open Networks flexibility development work under Workstream 1A (Flexibility Services) and are seeking feedback from across the industry in order for us to update and adapt our work accordingly.

Product 2: Procurement Processes

Existing Approach to Procurement

This product is a continuation of 2019 WS1A P2 that defined high level good practice for procurement of flexibility services to meet DSO requirements. As this is the first year that all DNOs are participating in the delivery of flexibility services, there are a range of approaches that have been adopted in how services are procured. The objective of this slide deck is to highlight existing practice across the six DNOs in how flexibility is currently procured from service providers.

Product 3: Active Power Services Paramaters 

This product aims to deliver further alignment in the procurement of active power services and will simplify participation in the market, making it easier for participants to understand products and offer services to multiple markets appropriately. The product group are seeking to establish a set of common definitions for terms and parameters related to the Flexibility Products and further build on work completed in other workstreams.


Product 4: Commercial Arrangements 

Standard Contract for Flexibility and Implementation Plan

Working with law firm CMS, the product team produced a standard contract for the procurement of flexibility and an associated implementation plan. The contract has been drafted by all of Britain's DNOs and takes into accountvital input from the industry. The contract will be used by all of Britain's DNOs for for procuring flexibility, as it seeks to improve the customer journey and ease engagement with the energy system. Stakeholder Forum - WS1A P2 and WS1A P5

The product teams from both WS1A P2 (Procurement Proceses) and P5 (New DSO Services) hosted a webinar in June 2020 to get feedback on the development of processes that underpin the procurement of flexibility services. The webinar looked at key areas around the procurement timeline and the phasing of pre-procurement /procurement phases as well as the value of signposting network requirements. We value all feedback available from stakeholders and where possible, will look to incorporate it into the forward work programme.

Product 2 - DSO Services, Procurement Processes

Stakeholder engagement has identified market appetite for greater consistency across flexibility products procured by different DNOs. In response to this, WS1A have agreed standardised service names, aiming to achieve consistency across the branding of flexibility products to make accessing the market as easy as possible.

Product 3 - DSO Services: Dispatch and Settlement Processes

The product team has been working on a good practice guide for activation, dispatch, and settlement processes, as well as the identification of DNO capabilities to support this. This good practice guide has been written to include alignment of DNO and ESO services in terms of procurement, timescales, service windows, and contract terms as much as possible.

Product 5 - DSO Services: Conflict Management & Co-optimisation

This product seeks to identify a number of techniques which could be used to manage service conflict and deliver co-optimisation between services. These techniques will be implemented through Regional Development Programmes (RDPs), Trans-European Replacement Reserve Exchange (TERRE) and other flexibility market case studies. The Product 5 Final Report looks at the additional steps System Operators and Network Owners can collaboratively undertake to identify and manage service conflict and optimisation.


Product 6 - Facilitation of New Markets

As defined in the second objective of Workstream 1A, DNOs have a clear role in facilitating those markets that are starting to emerge that are realising value from flexibility outside the remit of DSO services. There is a wealth of innovation underway, including the BEIS FleX Competition and the Open Networks’ TEF, that is exploring potential new markets, but all of these projects are still at a very early stage. In light of this, the product took a view that it would focus on the potential datasets required to facilitate new markets rather than run trials that might detract from ongoing innovation.

Flexibility Services Consultation

The purpose of this consultation was to seek views from stakeholders on our flexibility commitments, developments to date and planned future developments under Workstream 1A (Flexibility Services) in order for us to update and adapt our work accordingly.
