“Street work” means work of any of the following kinds (other than works for road purposes) executed in a street in pursuance of a statutory right or a street works license:
- Placing apparatus, inspecting, maintaining, adjusting, repairing, altering or renewing apparatus, changing the position of apparatus or removing it
- Work required for or incidental to any such works such as, breaking up or opening the street, or any sewer, drain or tunnel under it, or tunneling or boring under the street)
Electricity and gas network operators dig up roads for four main reasons:
- Maintaining the safety, security and reliability of the electricity and gas networks
- Connecting new customers’ premises to the electricity and gas networks
- Extending and upgrading the network to meet changing needs
- Rerouting the network to assist infrastructure and urban regeneration projects
Our industry strives to minimise unnecessarily inconvenience when carrying out this work and takes practical action through increased coordination and better technology.

Street Work Group
Our Street Work Group is a forum to discuss issues relating to legislation on street work activities and is comprised of members from both electricity and gas network operators.
Members of the Street Work Group contribute to the development of our policy in matters relating to roads and street work issues by assisting with the completion of enquiries received either via National Joint Utilities Group (NJUG) or directly from organisations such as the Department for Transport (DfT).
These contributions are used to develop our policy statements and to provide the electricity and gas industry input to NJUG position statements.
Our Street Work Group reports to our Electricity Networks and Futures Group (ENFG) and the ENFG is invited to submit representatives to take part. The Street Work Group chairperson is normally the primary representative of ENA on the NJUG Management Committee.

Traffic Management Act
We support the implementation of the 2004 Traffic Management Act and secondary legislation as well as current legislation and codes of practice. We work closely with the government and local highway authorities to ensure:
- regulation and policy continue to be effective and timely in undertaking of works
- regulations flowing from the Act work as effectively as possible

Other support and representation
We are represented on several working groups and continues to campaign for fairness and good sense. A number of these groups have been set up by the Department for Transport on areas such as safety, fixed penalty notices, reinstatements and regulatory guidance.
Other working groups with the Highways Authorities and Utilities Committee (HAUC) have contributed in areas such as inspections, specifications and performance.
We are also represented and work closely with the National Joint Utilities Group (NJUG).
