In September 2019, Frontier Economics conducted an independent analysis of the Labour Party's 'Bringing Energy Home' proposals for state ownership of energy networks.
Frontier Economics was commissioned by the Energy Networks Association (ENA) to provide their independent views on aspects of a recently issued policy paper, Bringing Energy Home. They were asked to comment specifically on:
- whether they considered that the policies outlined in the policy paper would be likely to achieve their stated objectives efficiently or otherwise;
- if not, then why not; and
- whether the balance of evidence suggested that the existing arrangements were likely to be better able to achieve the policy paper's objectives.

Energy network operators manage and maintain the wires, pipes and other infrastructure which delivers electricity and gas to your home, business and community. They are private companies which are regulated by Ofgem and employ around 40,000 people in Great Britain.
